Elari Kasemets was appointed as the head of the Tallinn Municipal Police in October 2024. Before that, he worked as a security advisor at the Ministry of Finance of Estonia from 2022 to 2024 and as a head of development at the Estonian Police and Border Guard Board from 2019 to 2022. From 2015 to 2019, he was the head of the Crisis Management Department at the Ministry of Economic Affairs and Communications.
